What size air conditioner do i need for a small apartment to make the whole thing freezing cold?

I just moved into my first apartment on the top floor of a building, it is literally deathly hot! but i have no idea about 'btu' and all that, it's a tiny apartment but i need it to be freezing cold, not just cool.. what size air conditioner do i need?!? and what's the price range!?
