Does an electric meter ever stop moving when it's?

My central is on right now, that's 20-30 amps right there, plus in my main room i have a 10k btu window drawing about 8 amps, plus my big screen & surround running, the meters not moving AT ALL. Does that happen? I mean that's freaking me out, it's not even at a slow crawl, it's flat out not moving. Need electricians to answer plz, all others will be ignored because you don't know what your talking about.
