Things to ask the City before I rent their property?

I wouldn't ask the city first, I'd ask the neighbors. Try to strike up a conversation about the area and just ask if there is anything they think you should know. Also ask if any other neighbors have been around a long time, whom you could talk to. Once thats done you should know the problems/ concerns fairly well and then you can go talk to the city.
